Free – Level 1: 30 days active on Fiverr, Completed at least 10 individual orders, maintain 4star or better and have a low cancellation rate

Level 1 – Level 2: 50 individual orders in two consecutive months, maintain 4.5star or better and have a low cancellation rate.

Level 2 – Level 3: 4.75star or better, have exceptional customer care, have a low cancellation rate and high volume of sales.

They also have another tier called TRS (top rated seller) but that status is done by manual selection performed by the Fiverr team based on undisclosed criteria. With just the 3 levels you can reach by your performance you would be able to gauge whether the person you are dealing with is legit or not. Though personal discernment still plays a part and it is always wise to be extra careful even if they seem to be legit.
